Remove absolute links at KPNO to preproc.html

The Nightwatch cleanup script at KPNO deletes the large preproc files older than 2 weeks. To avoid having Nightwatch become clogged with broken links, the old preproc pages are linked to a file /exposures/nightwatch/YYYYMMDD/00NNNNNN/preproc.html.
@weaverba137 noticed the absolute symlinks are being sent with the data transfer. We should convert them to relative links.

The cleanup script run on desi-8 was altered to create relative links to preproc.html.
