Adjust nominal read noise levels for B1

CCD readnoise levels for b1 are lower than the nominal values in the Nightwatch configuration, causing lots of spurious warnings and errors. The amps that cause the errors are b1a and b1c but the whole CCD configuration needs to be recalculated.
