Paragraph Tags Get Stripped Out of Editor Option

Paragraph only get stripped when switching from Visual to Text and vice versa. I think this issues would be within WordPress.

But if you set option 'wpautop' to false p tags wont be filtered

This is also how the default post editor works. I am inclined to agree. Developers can pass a wpautop param if they'd like to change default behavior.
