Support CloudFormation wait conditions

See devstructure/python-cloudformation#1 and http://docs.amazonwebservices.com/AWSCloudFormation/latest/UserGuide/aws-properties-waitcondition.html for details. After python-cloudformation supports wait conditions, generate the callback at the end of the script generated by the user-data.sh endpoint.
