Determine better method for presenting global settings

We need to figure out a good way to present the global settings such as "Secure" and "Enable SSH"

This task is open ended as I do not have a good solution other than the proposed "Global Settings" button that would expand a modal perhaps.

Another thing to keep in mind is that these global settings will likely change based on the selected provider.
