Add generic notes and create documentation centric views.
At the moment for documentation there are only reportitem for systems. Generic notes are still needed that can be made across systems. These should be assignable to cases, but do not have to be.
In addition, the report items can only be viewed at the respective system or in the detailed view. There is no collected documentation view in which all system notes and all generic notes can be viewed and edited.
