[feature] Allow comments in AppRise notification config

Is your feature request related to a problem? Please describe.
The changedetection AppRise configuration on /settings#notifications doesn't allow comments.
AppRise's documentation specifies that a '#' prefixed line is commented out: https://github.com/caronc/apprise/wiki/config_text
However, changedetection, when saving a commented line, outputs "'# This is a comment' is not a valid AppRise URL."

Describe the use-case and give concrete real-world examples
To temporarily disable notification channels, to disable a notification channel without deleting the notification URL and saving it elsewhere
