Add 0-install-hpc.rst and 0-install-Jetstream.rst

Add separate Install instructions for hpc and Jetstream.

Can use UCD farm cluster (SLURM) and MSU hpcc (PBS) as examples for hpcc.

Should I make separate files, e.g. 0-install-hpc-UCDfarm.rst and 0-install-hpc-MSU.rst for each?

Any thoughts on using pre-installed modules vs. local home directory install?

I was thinking pre installed with version specified where possible - seem ok?
