What benefits does the suggestion solve?

Adding the template will make it easier for contributors to know what the rules are and how they can contribute in a consistent way. It also alleviates the contribution process for the maintainers that are responsible for the project evolution.

This feature is basically to add the relevant documentation found in the Open Source Template.

Additional information

Some specific things that should be added to the documentation:

• Process to how a command can be added to the dashboard, i.e. "1. See if command is available in Jitsi API etc."
• Add link to the Jitsi APIs used
• Specify which Jitsi versions the dashboard has been tested on
• Make it clear that it won't work on the official Jitsi instance
• Define Deployment Strategy <- Will not do
• Add old feature suggestions
