Cape-town transition notebook refresh

As part of the transition of DE Africa infrastructure to Cape-Town, deafrica-sandbox-notebooks requires a refresh to conform with the new ODC deployment. Changes to the repo should be conducted on the minty-fresh-sandbox branch. This branch also contains the new deafrica_tools package, so quite a few changes have already begun.
