The make command often stops for a long time with cpu usage remaining small

Trying to compile goo engine and while waiting for the cmd to make the engine, it would often pause for a long time, curious about how it would affect performance, I opened up Task Manager and saw that they were using very little of my PC's CPU. When it pauses, the CPU is often very close to 0 but when it running, it gets higher. Any way to get the cmd to use the CPU at a more consistent rate to continue running the command faster?

Nevermind, managed to just wait it out after doing the make command again and managed to get it installed quicker
