Add ability to output tallies

Have a command line that triggers adding a new output file that tallies up the detections per filter, the phase curve range per filter, and adds a column of "discovered/linked" in all the various output formats

This will include removing the -l, --linking command line argument and making it something else where you can provide the name of the summary tallied file
