Relationship between Concept and prefValue

The concept refers to the published classification, it is specified to be a string, because
- there are leading zeros with a substantial meaning, e.g. ISCO-08 "11 Chief Executives, Senior Officials and Legislators (Sub-major Group)" vs. "011 Commissioned Armed Forces Officers (Minor Group)"
- there are non numeric codes, e.g. ISCO-68 "0-2/0-3 Architects, Engineers and Related Technicians"
The crosswalks should (and are at the moment) be based on these strings.
The prefered values (prefValue) are only a suggestion, how to handle these codes within software like Stata, where strings cannot have a value label.
