Create CI/CD Pipeline

A CI/CD pipeline is necessary to execute the unit tests as well as pylint. This is going to be a Jenkins Multi-Branch Pipeline job. A subset of the CI/CD will run on opened PRs and the develop branch (once the master branch becomes stable; after Milestone 1 is hit). Upon a merge to the master branch the full CI/CD pipeline will run which will tag the commit and create a release of the project.
