Highlight links to other documentation versions

Describe the problem
In the documentation index we link to legacy and development versions of the documentation, but in plain hypertext links which are not obvious at all. We can use a hint or similar callout to show them more prominently.

Also, add bit about git submodules in compilation instructions.
