[FEATURE]: Adding a Scheme Page

Is your feature request related to a problem? Please describe.
I am always frustrated when I visit the Schemes page and find it difficult to locate essential information about various government schemes, such as eligibility criteria, application processes, and deadlines. The current layout does not provide a clear overview, making it time-consuming to understand the available schemes.

Describe the solution you'd like
I would like to implement a comprehensive redesign of the Schemes page that includes:

• Structured Information: Each scheme should have a dedicated section with detailed objectives, eligibility criteria, application processes, required documents, and key dates.
• Responsive Design: The layout should adapt well to various devices (mobile and desktop) for a seamless user experience.
• Interactive Elements: Integrate dynamic content loading via JavaScript and a modal for the application process to enhance user engagement.

Benefits of the New Schemes Page:

1. Improved Accessibility: Users will find it easier to navigate and find relevant information quickly.
2. Enhanced User Engagement: A visually appealing and interactive design will encourage users to explore the schemes further.
3. Consistency in Design: The new page will be in sync with the overall website theme and design, creating a cohesive user experience across the platform.
