Support GitHub pages in the terraform management repo

An issue came up during the migration of django-tailwind-css that prompted this issue. There were GitHub pages set up, but the terraform script wasn't enabled to automate that part. We ended up having to make updates in the UI to remove the GitHub Pages (they were no longer being used) to get the org changes to be applied
