Allow creating tokens from UI w/out ability to read auth/token/accessors

It would be nice if one could generate tokens in the UI without having ability to list all the token accessors

Hmmm, well reading the code it looks like this should work technically. I'll close, make sure I don't have a configuration error, and re-open if it is actually a bug.
