Not able to validate the Length of input string with jing.

What steps will reproduce the problem?
By Runnig below Command
java -classpath "C:/Users/Documents/jing-20091111/bin/jing.jar"
com.thaiopensource.relaxng.util.Driver myRelaxNG.xml file.xml
I have attched the Schema(myRelaxNG) file and (file.xml)xml file.
Expected output should be some Error as I have Specified minLength as 3
But I am not getting any error.
