Cookies being saved in incorrect location

Assuming this only affects version 1.6.3 of pecl_http but cookies are not being saved in the directory assigned. Instead they're just being created in the root dir of the pop queries project. Need to figure out what is going on. Will make for some messy directories until cleaned up.
