missing configure file

Following the INSTALL file, trying to run ./configure or sh ./configure fails,
because configure is not
in the repository. Will it be added?

configure isn't usually managed in the source repo, since it's generated by
running
./bootstrap. Soon there'll be a source tarball to download, and that'll have
configure in it.

It wasn't soon, but there's a source tarball now with the configure script in
it.
