Error when tried to add 'ACL' to an 'issue'

I've tried to put 'ACL' on 'issues', it's produced an error ( tested on the web application and method from API ). The following image show the error message. The message is the same for API method related.

same error for 'request' and 'order' and when logout the user realted and log again then the ACL was affected by the update.
