Cannot run most docker-machine commands from Windows due to an error looking up the ip

Issue

I cannot run most docker-machine commands from Windows due to an error looking up the ip. The only command that seems to work is docker-machine status. All docker commands seem to be working and docker-machine commands ran from inside the quickstart terminal work fine.

docker-machine env

ssh command error:

output :

docker-machine status

Running

docker-machine.exe ip

Error getting IP address: ssh command error:
command : ip addr show
err : exit status 255
output :

docker ps
