Docker Daemon config ignored

I was trying to get this to run under WSL using the docker daemon, but it's not possible because the information stated in the docs is incorrect. The docs say to create a file in C:\ProgramData\docker\config\daemon.json, however doing so has no effect even after multiple restarts, recreates, etc. There's also no dockerd.exe to configure it any differently, so currently this software is unfortunately useless.
