Update Hugo to current version

The version of Hugo in the Dockerfile is outdated by several releases. The current release is v0.59.0 and the Docksal release is 0.34.0.
fin init also runs an outdated command on build that is no longer supported. hugo undraft has been removed and shouldn't be part of the build.
