v1 should be a branch pointing to the commit pointed by v1.1

Currently v1 is the tag equivalent to v1.0, but it's incorrect and misunderstanding.
It should be deleted once and reborn as a branch.

@jongwooo A branch is designed and much easier to be updated.
You can update v1 without a force push if recreate it as a branch.
