Issues in organization not found

I have problem with issues which are in private organization repositories.
Using command gh issues I get list of issues fine, also these in private organization repos.
But when I'm using command gh issue Organization-name/repo-name/18 I got that:

Not Found

Is there any limitation about organization repos access?
