I can't start the analyzer

I assembled the analyzer, the program works, but I cannot start the MSGEQ7 chips. The pins are not indicated in the diagram.

Did I turn it on correctly?
Why do the pulses at the Rst_bin contact not reach 0? And the low-frequency signal does not pass to 5 pins.
Is it a dead chip or a fake?
