Add a Snackbar Warning if Notification Is Disabled

Users need to know when they are not receiving notifications.
Previously, an alert popup was displayed if notification permission was denied.
That behavior was removed in #235
Describe the solution you'd like
A brief snackbar style warning message should be displayed to the users who do not have notification enabled.
Describe alternatives you've considered
Using an alert serves the purpose, but alerts are too intrusive and harm UX.
