On /publications, 2021 and 2022 report thumbnails should link to /research/<year>/dora-report

Per #448, the /publications snipes for 2021 and 2022 reports now link to the page where users can choose a translation. But the thumbnail images still link directly to a PDF.
We should link the thumbnails to the same URL as the "download the report" links
