I'm not able to update in memory database

I'm trying to run the application locally and after add in the appsettings.json file in the Web folder "UseOnlyInMemoryDatabase": true, I'm getting this issue while running the following command
dotnet ef database update -c catalogcontext -p ../Infrastructure/Infrastructure.csproj -s Web.csproj
This is the exception throwed
System.InvalidOperationException: Unable to resolve service for type 'Microsoft.EntityFrameworkCore.Migrations.IMigrator'. I tried adding UseOnlyInMemoryDatabase": true to appsettings.json file. Didn't get he exception.
