System.Drawing.Image missing from System.Drawing.Common 8.0.0

I found the Image class in versions 8.0.2 and 4.7.2
.Net errors suggest the class has been "forwarded" to version 4.0.0.0. I assume this is generic. It would help if the documentation clarified where the class resides specifically and perhaps why it's missing from some versions.
