Test project in Analyzer template out of date and uses netcoreapp3.1

The templates provided for developers provide an additional test project that targets netcoreapp3.1, which is now out of service. We shouldn't ship things with that and bump the version here. Probably a scan of the template to get them 'current' would be a good idea.
