mod_google_transcribe: Feature Request: Make the sample rate in `RecognitionConfig` configurable

Currently the sample rate specified in the RecognitionConfig class is hard coded to 8000 Hertz. It would be useful to be able to configure this, via a parameter in uuid_google_transcribe2, for example.
