Dracula is not listed in skins for steam

Hi, I have followed the instructions for macOS on https://draculatheme.com/steam but it is not listed in the settings for steam what have I done wrong
Notes
the skins folder did not exist in ~/Library/Application Support/Steam/Steam.AppBundle/Steam/Contents/MacOS/ so I created it

it is listed as steam-master so that threw me off a bit
