extended theme keeps resetting

so like i said in the title, the extended theme on steam keeps going back to default after everytime i restart my pc. the basic theme always stays the same, it's just the extended theme. i'm on normal windows 10.

Does your Steam automatically launch on boot?
Did you add the custom flags to the registry?
