Add Welcome page / README.md on first load

As a user, when I first access the GitPod I need to know what I can/should do next.
Options:
- Add a Welcome page via a custom VS code extension
- Open the Nuxt page in the preview:
gp preview ... - Update REAME.md with better instructions
