fcst_init_beg loads to the database with incorect value

Describe the Problem
During the data loading into the database fcst_init_beg value get calculated and loaded into the table with incorrect value.
For example, in the file that is attached fcst_valid_beg value is 20210901_010000 and fcst_lead is 003000 (30min). fcst_init_beg should be 2022-09-01 00:30 but the value in the database is 2021-04-29 01:00:00
Here is the MET output:

Expected Behavior
In this case the value should be 2022-09-01 00:30

Times of less than an hour will now be handled correctly by met_db_load.py in the develop branch. This was part of PR 198.
