METreformat: Need to reformat the PSTD linetype to support the Reliability Diagram used by RRFS R2O

Describe the Enhancement
The PSTD linetype is needed for generating the reliability diagram which requires the following columns:
thresh_i, stat_name, stat_value, stat_btcl, stat_btcu, nstats
The data generated from the METviewer database looks like the following:

The PCT linetype is needed for the reliability diagram, not the PSTD linetype. This task is not necessary.
The currently available reformatted PCT linetype needs to have aggregation statistics calculated via METcalcpy agg_stat.py before it can be read in by METplotpy reliability_diagram.
