Allow creation of Pull Requests from Instant Answer Page

We can currently create issues from the Instant Answer Page.

I've been working on adding a pull request template to Goodies: duckduckgo/zeroclickinfo-goodies#2916, it would be useful if we could allow users to use the Instant Answer Page to create pull requests for an Instant Answer and automatically fill out at least part of the form.

For the creator of an Instant Answer (before the initial pull request) it would be useful if you could create a pull request for the new Instant Answer.

For others, if you could choose issues to fix and/or provide a short description on the page then have the PR automatically fill out certain fields, that would be great!
