Rename custom dockerfile instructions to start with PORTAINER_

To avoid colliding with any new docker instructions, we should rename the custom instructions so they start with PORTAINER_.

  • REPOSITORY -> PORTAINER_IMAGE_NAME
  • BUILD_CPU -> PORTAINER_BUILD_CPU
  • BUILD_MEM -> PORTAINER_BUILD_MEM
