PDF Highlighting

I want to be able to add a pdf with highlights and comments to roam, then press a button and all the highlights and comments will get exported out of the pdf and into roam. I should be able to click on a button next to the highlight and get transported to the correct place in the pdf.
Choose how the exported comments/highlights are structured (format config).

Look into merging C3's extension to RoamJS after Developer is live
