The netcologne mirror for eclipse is no longer available.
This setting worked for me:
ECLIPSE_URL=http://ftp-stud.hs-esslingen.de/Mirrors/eclipse/technology/epp/downloads/release/luna/SR2/eclipse-cpp-luna-SR2-linux-gtk-x86_64.tar.gz
