Gas estimation is inconsistent

When using the cosmosclient to broadcast transactions, the gas is estimated by first running a simulated broadcast of the same transaction, and then the GasUsed from that transaction response is used as the base for the actual transaction's gas calculation. The gas limit was also in place, but whether it did anything to prevent gas overestimation is inconclusive.
