issue with activating and solutions for keyboard

Hello, used devices - notebook Toshiba satellite a355-s6935 windows 8, Galaxy TAB S7+ android 12
steps done:
- install adb to notebook
- switched on usb debugging on tab
- switched by default to only charge mode on tab
- didn't found installation through USB on tab
- connected tab to notebook by usb cable
- tab didn't appeared as device for file managing on notebook
- run activate.bat - was written - please tap ok on tab, but this pop-up didn't appeared on tab.
- also tried to run Fix_touch.bat from this - same problem - cannot do - asking to retry after reconnection.
could you please help? what i can do else? thanks in advance
when switched mode to transfer file - window for selection appeared - so it is not cable issue
during command line letters he wrote that daemon didn't run, then he run it succesfully and next stop he propose to press allow on tab and nothing appeared
