[Victory] Missing layout-update on window resize

Steps to reproduce:

1. Run Victory UI
2. Maximize window via the maximize button at the top
3. Return the window to its original size via the same button
   => Layout remains the same as it was for the maximized window.

Might also happen for other ways of resizing the window, confirmation needed.
