Add support for jpeg xl.

Please add support for jpeg-xl https://gitlab.com/wg1/jpeg-xl.
It uses google brunsli, so old jpeg files can be losslessly transcoded to jxl saving about 30% space, so the demand for this format should be big, especially as it gets more mature, although the codestream has already been frozen.
