Base year of Event time Plot

Sorry for re-opening this thread. I want to be sure what is the base year of event time. According to the paper, I understand that the base year is 0. I mean we are getting estimates comparing with t-Tj = 0. However, since we get estimates for Time since treatment = 0 . I assume that you are getting the estimates like some common event study plots using lead = -1 using the period before as a comparing year.
