Change link on Syllabus for Project Prop.

Currently, the link on the syllabus for M 9-12 goes to the old link for GitHub discussion. It leads to this ebeshero/DHClass-Hub#12 we should either remove the link or add a link to the new discussion. @ebeshero

@ebeshero I can't create a new issue from my phone so I'm just commenting it here for now. We need to review JAVASCRIPT ex 2 and 3 for broken links
Currently I know that javascript ex 3 expected output is broken.
