Helvetica Neue on Windows

When moving from the EBI Compliance to EBI Visual Framework we dropped the combo of Helvetica Neue for headers and Verdana for body text in favour of Helvetica Neue everywhere.

1. This is good as it is more consistent and matches our EMBL-EBI visual guidelines for print.
2. This is bad as Helvetica Neue has issues on Windows (see: twbs/bootstrap#13823)

So we have three courses of action:

1. Correct the issues in Windows -- and it's unclear if this is fully fixable
2. Use a different font in Windows
3. Drop Helvetica Neue for another font -- there has been discussion about using a serif font for body text, but serif or not this requires discussion

N.b. Issue stems from a problem noticed in a Training project.
